Abstract
Challenges facing the demographic bonus of 2045 require Indonesia to have the ability to leverage the development of basic education and health services as an effort to equalize development, especially in isolated areas. The incessant development in the border area will make the local community experience major changes so that efforts need to be prepared for equitable distribution of education and health development by empowering the role of social capital in accelerating development and maintaining the cultural values of the communities in their respective regions. This study aims to identify social capital, program needs and appropriate institutional models in cooperation between regions with the empowerment of social capital in education and health development in Sungai Benuh Village. The research was a mixed method study with a qualitative approach to identify social capital, and a quantitative approach to identify the program and institutional needs involved. The results showed that social capital in Sungai Benuh Village has excellent information potential that provides community access to the world of education and health and fosters trust in strengthening cooperation between the two government institutions in East Tanjung Jabung Regency and Banyuasin District. The need for education and health programs is a basic need now with the construction of bridges as a link between the Sungai Benuh Village and Tanah Pilih Village is needed to be realized, so that education and health development cooperation can be implemented. The ideal institution by empowering social capital becomes a strategy for implementing development cooperation that has been planned by optimizing empowerment at the micro level through family empowerment, study groups, community leaders, religious leaders, traditional leaders, youth associations and optimizing the power of providing information from these capital in preparing the community to face changes in development in the village of Sungai Benuh.

Abstract
Rural development is a must for all countries in the world, including in Indonesia. In order to advance the economy, rural development is continuously carried out in Indonesia. At present, village development to advance the nations economy has a legal umbrella, namely the Rural Law. In its implementation, the Rural Law has several main objectives, namely: 1) recognition and legal status of various rural-level government systems in Indonesia; 2) encourage the traditions and culture of society; 3) encourage citizen participation in the rural administration; 4) improve services for all people through more capable rural government; 5) encourage development by its own citizens. In its development, basic principles are needed in the framework of good rural governance. Based on the Best Practice that has been carried out in several places in Indonesia, namely: (1) Tourism Village Blue Lagoon in Widodomartani, Ngemplak, Sleman-Yogyakarta Special Region, and (2) Panglipuran Village, Bangli-Bali, (3) Bonto Village Jai Bisappu District, Bantaeng Regency. In this study, data was collected by the method of searching documents, interviews and observations. The data collected is described qualitatively. Related to the results of this study is very useful for the development of science, especially public administration related to public policies and services. After conducting research, it can be concluded that there are 3 principles that can be used as basic principles in good village governance. These principles are: (1) Protection, (2) Empowerment and (3) Mentoring.

Abstract
This study aims to find out the responsibilities and scope of responsibility for piolition in the Border Region, especially in remote areas of the Indonesian territory. research is legal research which analyzes qualitative analysis. The results of the study show that the role of the Indo-Republican police in urban areas and rural and remote areas is very different. this was caused by differences in the condition of the community and the type of crime handled.

Abstract
Economic growth is the main important thing in order to develop the regional development. Jawa Timur has the potential to develop its economic growth because of one of the most populous province in Indonesia. This advantage means Jawa Timur has more human resources rather than other provinces in Indonesia. In the other hand, economic growth in Jawa Timur is not spread evenly. It indicates that each districts/cities in Jawa Timur province have varied human resources with different conditions in health, education and standard of living. The data for this paper were obtained from Statistics Jawa Timur as known as BPS Jawa Timur (Badan Pusat Statistik, the Central Bureau of Statistics Jawa Timur) and consisted of 38 districts/cities. This paper aims to present the use of panel data analysis that use fixed effect model in order to assess economic growth under the influence of determinant factors. Its main determinant factors are health, education and standard of living. The study finds that health, education and standard of living affect the economic growth in Jawa Timur. Implications of the study are the increase of education and standard of living can be encouraged the economic growth in Jawa Timur.

Abstract
City development can be done through various types related to spatial planning that have been provided with the aim of being made as a means of modification. One form of spatial planning is city conservation. Not a few policies are still awaiting repairs. This is caused by various factors which can only be caused by a plan document that cannot be carried out in accordance with a proposal or even a non-applicable plan document. Planning programs cannot be accommodated, as needed, will be supported by the city. In practice, in Indonesia there are often plans such as incompatibility of various planning instruments. Therefore, policy evaluation is needed. Evaluation of plan documents can also be made as an evaluation object. The purpose of this study was to evaluate the conservation policies of Lasem, Rembang Regency. Justification of the selection of research sites that produce Lasem is one small city that has strong historical values. In supporting this research, data that is related to policies are needed both directly and indirectly implemented in Lasem. Data collection related to conservation policies is not only limited to the allocation of Rembang Regency, coupled with policies approved at the Central Java Provincial level and policies at the Indonesian level. The analytical method used is the Delphic Hierarchy Process (DHP) to measure the results of policy evaluation. The Delphic Hierarchy Process (DHP) method is a combination of the Delphi technique and the Analytic Hierarchy Process (AHP) technique. In the analysis process, the Delphi technique will be used, in the evaluation of requests for policy evaluation for experts. Meanwhile, the interpretation will use the Analytic Hierarchy Process (AHP) technique to find the most priority conservation policies in Lasem. Therefore, it is expected to be able to measure the quality of city conservation specifically related to Lasem.

Abstract
Poverty is one of the biggest problem faced by almost every country in the world, both developed and developing countries. Poverty is a condition of a person trapped in the vicious circle of poverty and inability to break the vicious cycle. Therefore, intervention from external parties is needed to help someone getting out of the poverty trap. One of the interventions can be done through public policy. In 2017, 20.8% of the population in Indonesia is still below the poverty line. To suppress these figures, further studies need to be conducted on the effectiveness of existing poverty alleviation policies in tackling the problem of poverty in Indonesia. In 2017, Special Region of Yogyakarta (DIY) was known to have the highest poverty rate in Java. DIY poverty rate reached 13.02%, higher than Indonesias poverty rate which is 10.12%. One of the districts with the highest poverty rate in DIY is Kulon Progo Regency. Despite the decline in the last 10 years, the poverty rate of Kulon Progo Regency in 2017 reached 20%. Based on the secondary data, the largest pockets of poverty in Kulon Progo Regency is Kokap. Therefore, Kokap was chosen as the location of the poverty alleviation policy evaluation study in this article. This study is using the Delphic Analytical Process (DHP) method which is an integration of the Delphi method and Analytical Hierarchy Process (AHP). The Delphi method will be used to determine the most appropriate evaluation criteria in evaluating poverty alleviation policies while the AHP is used to assess the most effective poverty alleviation policies that have been implemented in Kokap, Kulon Progo Regency. The results of this study are expected to be useful for the government in reducing poverty through more effective policy formulations.

Abstract
The Regional Competitiveness Index is one of the recommendations for regional policy directions and is believed to be a parameter of sustainable regional development. The purpose of this study is to analyze how much the impact of the market aspects on the four pillars includes Product Market Efficiency, Employment, Financial Access and Market Size in regional competitiveness. The market aspect is one of four aspects in the Regional Competitiveness Index. 35 Areas in Central Java Province were the location of this study with qualitative descriptions of research results obtained from observations, monitoring and interpretation of four pillars of data obtained in 2018. The research data came from secondary data by including 35 regions in the regional competitiveness index measurement in Province of Central Java. The results of the study indicate that the market aspect has an indirect impact in encouraging regional competitiveness indices, in addition to market aspects that require policy adjustments to be carried out both at regional and national scales in Indonesia.

Abstract
Mining activities cannot be separated with the adverse effects on the environment. This study aims to see the mining policy implementation of Law No. 23 Year 2014 About the Local Government and formulate strategies to achieve sustainable mining. This study took the site in Bandar Lampung, was carried out during the year 2016, where policy is still in the stage of transition. The approach used is qualitative. SWOT analysis is used to formulate a sustainable mining management by taking a case study of mining companies in Bandar Lampung. The results showed that the mining sector implementation policy has implications for the environment with the presence of illegal mining and lack of obedience fulfillment of obligations. The strategy can be applied to achieve sustainable mining is law enforcement and unequivocal sanctioning

Abstract
Wonosobo Regency is a conservation area, based on Decree of the Minister of Energy and Mineral Resources of the Republic of Indonesia Number 3672K / 30 / MEM / 2017 Concerning Determination of Mining Areas in Java and Bali. The aim of this study is to find out the efforts of non-reasoning approaches and illegal mining prevention solutions at Candimulyo, Kertek Subdistrict, Wonosobo Regency . The research method used is legal research, using statutory approach or review of related regulations to illegal mining in Candimulyo, Kertek Subdistrict, Wonosobo Regency. Research results show that government institutions at the regional level conduct joint patrols of law enforcers, conduct appeals and counseling, conduct reclamation of damaged ex-mine environments, shift professions from mining workers to rabbit breeders, and increase the supervision and control of owners of Mining Business Permits.

Abstract
Indonesian is a country that has a goal as a welfare state and also a country that implement the division of power (Trias Politica), some of which appear a legislative institution in this case Dewan Perwakilan Rakyat, that served as a representation of the interests of the people in government. This system is not only applicable in national governance, but also applies to the Government system at the Village level. Through the Village Law (Undang-Undang Desa), institutions are established similar to the legislative institution is Deliberation Village Institution (Badan Permusyawaratan Desa) who has a duty similar as Dewan Perwakilan Rakyat as a representation of the interest of the community in a representativeness, the selected through democratic elections. The problem that arise is when the Deliberation Village Institution (Badan Permusyawaratan Desa) in the Village Law (Undang-Undang Desa) only has the Legislation function and Supervision function, while in the Law it states that they can distribute the aspiration of the village community, so that the aspiration function can be implemented properly, additional budget function are needed for Deliberation Village Institution (Badan Permusyawaratan Desa) such as case with the functions of the Dewan Perwakilan Rakyat. Therefore, the benefits will be obtained function of Deliberation Village Institution (Badan Permusyawaratan Desa) more clear and complete and able to reach welfare society through optimizing budgeted village funds.

Abstract
Indonesia has a vision of being the World Maritime Axis. Government agendas related to this vision include the development of maritime culture, management of maritime resources, infrastructure development and maritime connectivity, diplomacy and defense of maritime security. Marine resources have enormous potential for national economic development in order to realize the ideals of Indonesia as the worlds maritime axis. As a developing country, Indonesia will immediately establish and strengthen cooperation with developed countries for the development of technology for exploration and exploitation of marine resources. This study aims to study how to optimize marine and fisheries resources as an effort to increase economic development in Central Java as an effort to realize the Indonesian state as a global maritime axis, with a qualitative research approach and descriptive methods the following research results are obtained. Central must be able to establish and strengthen cooperation with developed countries for the development of technology for exploration and exploitation of marine resources. In addition, to realize the ideals of Indonesia as the center of world maritime, the Central Java government must prioritize improving the safety and security of the sea area. In addition, there are several challenges faced in the context of optimizing marine and fisheries resources in the future, including the level of exploitation of fisheries resources, decreasing production from capture fisheries, the level of fish consumption which is still low, violations of IUU Fishing and high yield losses and problems uneven distribution.

Abstract
In order to improve the economy and competitiveness, government must be able to create an investment climate so that investors can invest their capital easily. Many public policies are planned and implemented by the Temanggung Regency Government to create an investment climate. The rules for spatial planning of the Temanggung Regency Government have supported industrial activities, but there are still problems, that is industry activity has not been supported by adequate infrastructure, and business licensing takes a long time. Therefore, this study will answer the question whether the role of the Temanggung Regency Government in regulative and facilitative roles has been able to accommodate the development of industry in Temanggung Regency. The method of data collection in this reseacrh is documents analysis, interviews, and observations. While the data processing method in the study uses descriptive analysis, analysis of geographic information systems, and analysis of Structures, Weakness, Opportunity, and Threat (SWOT). So that the target in the research is analysis of the role of the Temanggung Regency Government in creating an investment climate and policy compability analysis with current industrial development conditions in Temanggung Regency.

Abstract
The benchmark for sustainable regional development has parameters including the Regional Competitiveness Index. One aspect of the regional competitiveness index is the aspect of human resources which has two pillars namely 1) education and skills and 2) health. The measurement of the Regional Competitiveness Index at the Central Java provincial level obtained an average value of 2.8 points for education and skills and 5.33 points for health at the highest scale of 7 points. The phenomenon that must be continuously improved with policy and economic intervention. This study aims to review how the Human Resource Aspect in the Regional Competitiveness Index is in a policy and economic perspective in Central Java. Data from 35 regions in Central Java Province in 2018 in the form of secondary data were used as a basis for analyzing qualitative descriptions in a policy and economic perspective. Policy and economic analysis focused on efforts to increase the value of points needed for 35 regions in Central Java Province through exploration studies. The result is to improve the aspect of human resources, there needs to be institutional strengthening in 35 areas, besides that it is directed so that there is a pillar of welfare as part of the aspect of human resources.

Abstract
The development of tourist villages has become one of the tools to alleviate poverty in rural areas, especially in Central Java Province. This Tourism Village is very in line with the characteristics of rural communities because it has a strategy of community-based tourism development, namely that people are required to play an active role in their village tourism business to improve their own welfare with the potential and capabilities they have. This research aims to examine and analyze how the role of rural tourism (with a special focus on small-scale tourism villages) contributes to rural development so that it can improve the economy of rural communities around the tourist village. By using descriptive qualitative methods and taking samples in tourist villages in the province of Central Java. The results of this study show the following results: Theoretically this research is expected to be able to show what factors influence the success in developing rural tourism for rural development processes, besides that the findings in this study Seen that even though tourism is possible, most are in rural areas and only has a relatively small economic impact, this indicates failure as a factor for regional development, which can lead to an important non-economic implication. Thus, even in areas not suitable for tourism, tourism can function as a vehicle for rural development in Central Java. It is thus important to develop appropriate strategies and consider specific regional situations and potential successes.

Abstract
Without question, having the first-rate label is a privilege. As its label, it can be the first priority, the first to be highlighted, including the first to be facilitated. So as in the field of small-medium industries, from the public sector perspective, the first-rate will be the ones to be first supported and developed by any means of the government programs. The common practice of the government to define the first-rate small-medium industries is by projecting the value-added of excess natural resources which can be converted into industrial products. It takes many efforts and times to guarantee that all those excess natural resources can be produced into value-added industrial products. This paper offers another perspective to define first-rate small-medium industries that are from existing industries instead of projection. The variables to determine first-rate small-medium industries are number of industries, number of manpower, unit price, total production value, monthly consumption, the ratio of demand vs local production, investment value and raw material cost. The comprehensive weight of those variables will be put into a Free Disposal Hull Analysis and the ones defined as the first-rate small-medium industries are the ones positioned on the top left of the Free Disposal Hull Analysis graph. For the empirical study, data are collected from the industry sector of West Nusa Tenggara Province for the year 2006-2016. As for the comparison, it is mentioned in the government regulations that handicraft group is the first-rate of small-medium industry in Mataram City, Lombok Barat, and Lombok Tengah; food & beverage group is the first-rate of small-medium industry in Lombok Timur, Lombok Utara, Sumbawa Barat, Sumbawa, Dompu, and Bima; while clothing & fabric group is the first-rate of small-medium industry in Bima City.

Abstract
The purpose of this study is to examine the speed strategy of public administration services in fulfilling citizens basic rights in rural areas. The method in this study is descriptive type with a quantitative approach and uses explanatory surveys. The research target was the villagers in Batanghari Regency, Jambi Province. The data collection method used is by providing a structured questionnaire aimed at the sample respondents. The analytical tool used in this study is Partial Least Square (PLS) and the software used is smart-PLS. The results of the study are expected to provide strong support for; The speed of public administration services in rural areas, the fulfillment of basic rights of citizens in rural areas, and the speed strategy of public administration services in fulfilling citizens basic rights in rural areas.

Abstract
Sragen is one of the poorest districts in Indonesia with a poverty rate of 13.8%; this figure is higher than the poverty rate of Central Java Province that was 11% in 2018 (sragenkab.bps.go.id). One of the poorer villages in Sragen is Krikilan Village, Kalijambe District that also a part of the Sangiran tourist area. However, the existence of this Sangiran museum has not had much impact on the community economic development. The poverty portrait is not only seen from the community income level, but also can be seen from the quality of most semi-permanent housing. The government efforts to overcome the poverty are still focused on developing the Sangiran Museum physically and have not involved the local community. The lack of good cooperation in the tourism development in Sangiran and its surrounding area is the important key that needs to be studied further. Therefore, this study aims to identify the stages needed in the development of Krikilan Tourism Village based on the principle of sustainable rural tourism especially on institutional and policy aspects. The research method used is qualitative with several objectives; starting from mapping potentials and problems carried out to determine the main issues. Then, identification of tourism development policies and stakeholder mapping to find out related actors in the development of Krikilan tourism village. Likewise, some lessons learned from best practice in developing rural tourism has become one of the inputs in the formulation of stages. Whereas the data collection method of is done through field observations and interviews with stakeholders in Sragen Regency, the analysis method used is qualitative descriptive.

Abstract
The development proccess in spatial term is always faced with a phenomenon called regional disparity. The emergence of this phenomenon shows the differences or unbalanced in development level, prosperity, Economic and spatial structures. Some regions achieves rapid growth, while other regions have experienced slow growth. Siak regency, particulary the central area of the capital city of Siak has experienced a rapid concentration of economic growth, while its hinterland in eastern part, has experienced very slow growth. The eastern region is getting slowly and weaker due to the exploitation of resources absorbed by the capital city of Siak, high urbanization to the city center, educated and skilled people aglomerated within city center, high protected of land, centralized economic activities in one place and low mobility of goods and services in eastern region in Siak Regency. This back wash effect makes the eastern region in Siak is left behind rather than city center. This study aims to develop a strategy to strengthen the institutional capacity to overcome regional disparity in Siak Regency. In this study, descriptive qualitative method are adopted by using institutional linkage analysis and scenario of institutional strengthen development by applying economic development and regional cluster concept. The result indicates that the institutional capacity in eastern region of Siak are still weak. This is proven by the assesment of ahievement which shows that most variables have not reach all the indicators. The role of institutional has not been integrated with the city development program, lack of coordination starting from planning, implementation and evaluation stages are still sectoral and high potential conflict of interest in Siak Regency. So, it takes a strategy to strengthen the institutional capacity through the scenario of development with economic development and regional cluster concept. The first stages is for establishment (year 2019 sd 2023) by doing revitalization of local economic and regional cluster, the second stages is for functionalizing (year 2024 sd 2028) with optimizing and stabilizing the function of institutional linkages, the third stages is for innovation (year 2029 sd 2038) by expanding the afinity and networking development scales to contribute to the enviromental preservation, the fourth stages is for suistanability (year 2034 sd 2038) with a sustain of institutional progress to contribute to the economic independence, enviromental suistanability and preservation of historical area.

Abstract
The rapid increase of human population have resulted in high volume of solid waste generated. In 2017 the total population of Pati Regency was 1.246.691 with reference to SNI 19-3983-1995, so that the solid waste generation could be estimated at 3.116.727 liters / day. Landfill is one of basic needs of each city/regency to manage its solid waste. Sukoharjo Landfill is one of the landfill sites in Pati Regency located in Sukoharjo village Margorejo subdistrict Pati Regency. The existence of landfill often has negative impacts and positive impacts for the local community. Sukoharjo Landfill has been established since 1994 and the government continues to develop landfill management in order to reduce negative impacts and increase positive impacts on the local community. The aim of this study are to know the economics impact of Sukoharjo Landfill for the community in Sukoharjo Village Subdistrict Margorejo Pati Regency and give recommendation for the government in the form of strategies to increase economics impact for local community towards the existence of Sukoharjo landfill. The method of this research is descriptive qualitative. The data were collected through questionnaires, interviews, observation and documentation. The data were analized using SWOT analysis to determine alternative priority strategies.The results showed that the local community felt the economics impact of the Sukoharjo landfill. To increase the economics impact of the existence of Sukoharjo landfill for the local community, the following recommendations can be given: improvement of methane gas management technology, strengthen coordination with the government of Sukoharjo village, development of Sukoharjo landfill as education tourism attraction, empowerment of surrounding scavenger to sort of waste in Sukoharjo landfill, and empowerment of local community in waste reduction activities at Sukoharjo landfill.

Abstract
The village has electricity in Indonesia reaching 73,656 village areas. While the rest there are around 2,500 villages still in complete darkness. The Regional Government made various efforts to encourage the acceleration of the use of solar energy in the Village. This study aims to determine the efforts to accelerate the policy of solar energy utilization as a solution to the scarcity of electrical energy in rural areas. The method used in this study is to review government policies related to the utilization of solar energy as an effort and solution to overcome the scarcity of energy sources. The results of the study show that efforts to accelerate the use of solar energy policies by the regional government are not all going well. This is due to the high funding expenditure and awareness of the legal culture of the people who are still low to maintain and maintain solar power generation facilities. There has been no effort through government instruments at the regional level to accelerate overcoming energy scarcity in rural areas, even though rural areas are rich in energy resources.

Abstract
The employment and economy data play an important role in determining development priorities in a region. The determination of appropriate development priorities based on accurate analysis is expected to encourage a more focused development in the region. This study aims to analyze employment data, both in general and disaggregated, according to urban and rural areas. This study also aims to analyze the economy of Central Java in attempt to determine development priorities. The data used in this study are taken from the Statistics Agency (BPS) covering employment data from the Central Java and Indonesian National Labor Force Survey (Sakernas) published every mid-yearly during the period February 2015 to August 2018, Central Java and Indonesian GRDP distribution persentation data on the basis of Current Prices (adhb) from 2010 to 2018 and GRDP growth rate data on the basis of Constant Prices (adhk) from 2011 to 2018. The LQ method is used to analyze the employment data. Whereas to analyze the economy of Central Java, this study applied both of the LQ method and the Klassen Typology method. The results of the Klassen Typology analysis state that Central Java is a potential area to grow and develop economically. The results of economic analysis based on the LQ method show that the categories of Agriculture, Forestry and Fisheries; Manufacturing; Construction; Trading; Accommodation and Food Service Activities; Education are superior category in Central Java in terms of its contribution to total GRDP. The results of the employment analysis based on the LQ method show that in general, the category of Manufacturing and Construction in Central Java are superior category. In urban areas, the category of Agriculture, Forestry and Fisheries; Manufacturing; Construction in Central Java are superior category. In rural areas, Manufacturing; Water Supply, Sewerage, Waste Management and Remediation; Construction; Trading; Accommodation and Food Service Activities; Financial and Insurance Activities; Other Services Activities are superior category in terms of the contribution of the worker absorption in Central Java.

Abstract
The District of Lampung Timur is one kabupaten in the Province of Lampung that has created in 1999, just before the implementation of decentralization era in Indonesia. The district has been a split from its “mother district”, the District of Lampung Tengah, as to have more efficient and effective services as well as more equal development among its region. This paper will analyze the availability of educational services, involving elementary schools, junior and senior high schools among its regions. Using the time serial statistical data gathered from the district-s monographs, and also the standard set by the National Standard, this paper will compare the availability of the services in two ways comparison: inter-time and inter-regional comparisons and the combination of both of them. Furthermore by using an inter-time comparison in fifteen years analysis after the regional splitting or the creation of the district, this paper could be also regarded a long-time evaluation of the creation of the district in regional development in the decentralization era in Indonesia, from the point of view of the development of educational services. The result will show whether the case of regional splintering could improve the equality of the level of service in regional development in Indonesia

Abstract
This study aims to show the fallacy that occurred in the law enforcement process against Village Funds and / or Village Fund Allocation, and how to improve it in Indonesia. By understanding the Village Law correctly, rural development programs can work well in accordance with the principles of legal benefit and certainty. This study uses a normative juridical research method using several approaches, namely a case approach, a philosophical approach, and a conceptual approach. Primary data consisting of primary legal material in the form of laws and court decisions related to existing cases. Secondary legal materials and tertiary legal materials are also used as reinforcement of thought analysis. The data used in this study was obtained through library research. The results of the interim research indicate the existence of misleading in the process of law enforcement of village fund governance. Misleading to the principle of legal benefit and certainty. By looking at the main objectives of the issuance of the Village Law for rural development through various village development programs. But in its implementation it has not been fully implemented. One education program for the village community, can not be achieved as expected. Caused by a model of criminal liability, the focus is on the criminalization of the offender and results in a delay in the process of disbursing village funds at the next stage. So that the model of law enforcement is actually detrimental to the village community as a whole. In the context of criminal liability, Criminal Law always views a criminal act as being associated with the perpetrator as natuurlijke persoon, so that anyone who is withdrawn in the criminal justice process will experience separation from the context and contextualization at the time the act was committed.

Abstract
Ponggok Village located in Puloharjo subdistrict, part of Klaten Regency. Until 2014, Ponggok was recognized as left behind village because many villagers live under poverty, jobless and lack of infrastructure. In 2015 Ponggok received the village Annual Budget (Dana Desa) from central government. Towards that budget, the local government establish the Village Company (BUMDes) which is focusing on tourism development. In the tourism development, Ponggok attempt to use Pongok water springs as the main tourist attraction. Ponngok water springs have clean water and it is believed as a holy place by villagers. Besides establishing tourism, the local government also provide education regarding tourism management to the people in order to involve community participation in tourism development. Community-based tourism (CBT) is one of popular approach in tourism development. The main principle of CBT is giving access to the community in tourism management and development equally. Furthermore, the main goal of CBT is creating community empowerment in tourism. Therefore, the community has competitive advantages to enhance tourism quality and keep it sustain (Hausler and Strasdas, 2003) Towards Community-Based Tourism (CBT) the local government aims to improve the level of people welfare and community capacity in tourism management. At that time, Ponggok not only has water spring as a tourist attraction but also has another attraction such as Ponggok Ciblon and Waduk Galau Playground. Besides that, the social welfare of the community is significantly improved and the number of unemployment can be eradicated.

Abstract
For decades rural industrialization in Indonesia have been undervalued in policy process and academic discourse. The strategy is often associated with natural resources exploitation in rural regions or agropolitan development. In fact, its emergence has portrayed long-standing dominance of urban biased development over rural resources. Instead of fostering rural specific commodities and strengthening local ownership, many cases have shown poor strategy formulation causing broader confusions and uncertainties among stakeholders. This paper aims to address this issue by examining case studies of batik industry in a few localities of Central Java Province. The comparative case study method is undertaken to explore how the local batik industry in each location may perform endogenous rural-based industry. The data collection and analytical methods involve content analysis of government publications, previous studies, and media exposures which are triangulated with excerpts of key informant interviews and field observations. The results show distinguished performance of the local batik industry in pursuit of the rural industrialization trajectories. Even though all of the cases highlight strong government influence in promoting the industry, those which have possessed higher entrepreneurial capacity and informal leadership could be successful to achieve rural industrialization strategy properly.

Abstract
Policy on spatial management in Indonesia has transformed parallel with system of decentralisation. Indonesia has firstly law on spatial management in 1992 and to be replaced in 2006 with a new integrated-comprehensive approach. Decentralisation system is also changed indicated by amendment of law on local government in 1999, 2004, and 2014. In 2016, law number 6 on village gave an opportunity for spatial administration at village level to promote more democratic principle and community participation. The existence, position and role of village spatial administration in the framework of existing systematic and hierarchical spatial management in Indonesia need to be analysed. This paper employs qualitative approach and reviews some articles, documents, law and operational regulations regarding on spatial management. The result, village spatial administration in one of the key factor to more involving the bottom-up, public participation and empowerment at local level (regency/city) with some improvement in practical process.

Abstract
This study aims to find out how villages legally regulate spatial planning within their villages. and knowing the concept of village spatial planning after the issuance of Law No. 6 of 2014 concerning Villages. Research uses empirical legal research methods. with methods of collecting data through in-depth interviews and literature studies. study sample in several industrial villages in the area of Sukoharjo Regency, Central Java Province, Indonesia. Research results show that the existence of this village spatial plan is a strategic matter. Because the use of space or land resources in the village continues to get structural pressure from the expansion of land-based industries, so that villages continue to lose access to space resources. Because it is important for the village to ensure the spatial arrangement. With good spatial planning in the village, the harmonization between the environmental, social and economic conditions in the village will also be good. The concept of regulation on spatial planning is a legal product that is top-down in nature, while village initiation in forming village regulations on village spatial planning after the issuance of the Village Law can be considered as bottom-up efforts. Therefore, the process of village spatial planning must combine a top-down and bottom-up approach while at the same time requiring alignment between spatial arrangements at the district level and spatial arrangement in the village.
